In alcohols the plus I effect of the alkyl group makes the alkoxide ion unstable.After donating proton, phenoxide ion is formed  and its nature will decide acidity, Phenoxide ion is more stable than phenol due to the delocalisation of negative charge in phenoxide ion. So the acidity is decided by the stability of phenoxide ion. Minus I effect will stabilise and increase the acidity of phenols.
