    Solution:

This is a false statement.  Harishena describes four different kinds of rulers who existed during the reign of Samudra Gupta and Samudra Gupta's policy toward these kings. One among these was the rulers of Aryavarta. They didn't bring tribute to Samudra Gupta. Because they were uprooted, that is they were made to move away from their home. This kingdom was made a part of Samudragupta’s empire. Those who brought tribute and attended his court were the Gana sanghas and other neighbouring states like coastal Bengal, Nepal, and Assam in the northwest region of the country. They even followed the orders of  Samudra Gupta.
The rulers of AryaVarta didn't bring tribute to Samudra Gupta.
