Solution:The Balkan people based their claims for Independence or political rights on nationality.
Independence or Political rights were the claims based by the people of Balkan on nationality. Balkan was the area where the most severe source of nationalist tension erupted after 1871. It was a region with varied geographical and ethnic compositions, and a large part was under the Ottoman Empire. Modern-day Romania, Albania, Bulgaria, Greece, and many other countries were part of this area and whose inhabitants came to be known as Slavs. Thus with the spread of nationalist feelings in Europe and the disintegration of the Ottoman Empire, tensions began to mount in the Balkan regions.
