    Solution:

The cotton mill in England was created by Richard Arkwright
During the Industrial Revolution, Richard Arkwright was a well-known British entrepreneur and inventor. He gained fame for creating the spinning frame that was used to spin yarn from cotton and wool fibres. The main accomplishment of Arkwright was the combination of raw materials, power, and semi-skilled labour to enable mass production. Richard Arkwright founded the first cotton mill in 1771 with the help of three other individuals and a few partners. The plant was situated in Cromford, Derbyshire, beside the River Derwent. The device that Arkwright created became known as the "water frame." It was the first cotton spinning wheel in history to be powered by water.
