Solution:

$A = [\begin{array}{l} 2 & 1 & 3 \\ 4 & - 3 & 2 \end{array}], A^{t} = [\begin{array}{l} 2 & 4 \\ 1 & - 3 \\ 3 & 2 \end{array}]$

The order of matrix A is $2 \times 3$ and of $A^{t}$ is $3 \times 2$

$∴ A + A^{t}$ is not possible.
