A. Although a large number of people suffer from food and nutrition insecurity in India, the worst affected groups are the landless people with little or no land to depend upon, traditional artisans and providers of traditional services, petty self-employed workers and destitute including beggars.<\/span><\/p>\n

In the urban areas, the food insecure families are those whose working members are generally employed in ill-paid occupations and casual labour market. The SCs, STs and some sections of the OBCs who have either poor land-base or very low land productivity are prone to food insecurity.<\/span> <\/span><\/p>\n

The people affected by natural disasters, who have to migrate to other areas in search of work, are also among the most food insecure.<\/span> <\/span><\/p>\n

<\/b>3. Which states are more food insecure in India?<\/span><\/b><\/p>\n

A. The states of Uttar Pradesh (eastern and south-eastern parts), Bihar, Jharkhand, Orissa, West Bengal,Chattisgarh, parts of Madhya Pradesh andMaharasthra account for largest number of food insecure people in the country.<\/span> <\/span><\/p>\n

<\/b>4. Do you believe that green revolution has made India self-sufficient in food grains? How?<\/span><\/b><\/p>\n

A. Yes, Green Revolution has made Indiaself sufficientin food grains. It is clear from the following facts:<\/span><\/b> <\/span><\/p>\n

i)<\/span> Increase inproduction :<\/span><\/b>As a result of Green Revolution production of many crops has increased many times. The increase in food grains was, however, disproportionate. The highest rate of growth was achieved in Uttar Pradesh and Madhya Pradesh, which was 44.01 and 30.21 million tonnes in 2015\u201316. The total food grain production was 252.22 Million tonnes in 2015\u201316.<\/span> <\/span><\/p>\n

ii)<\/span> Over flowing Bufferstocks :<\/span><\/b>In 2014, the stock of wheat and rice with FCI was 65.3 million tonnes which was much more than the minimum buffer norms due to the success of Green Revolution,<\/span> <\/span><\/p>\n

iii)<\/span> Control over imports :<\/span><\/b> Before the success of Green Revolution, India was dependent on other countries for its food grain requirements but now our imports of food grains are negligible.<\/span> <\/span><\/p>\n

<\/b>5. A section of people in India are still without food. Explain?<\/span><\/b><\/p>\n

<\/b>6. What happens to the supply of food when there is a disaster or a calamity?<\/span><\/b><\/p>\n

A. i)<\/span> During any kind of calamity or disaster food supply is adversely affected.<\/span><\/p>\n

ii)<\/span> Due to any calamity or disaster like drought, earthquake, flood, tsunami etc., there is widespread failure of crops. This adversely affects food production.<\/span><\/p>\n

iii)<\/span> Due to shortage of food, the prices go up.<\/span> <\/span><\/p>\n

iv)<\/span> Blackmarketing and hoarding is also one of major factors responsible for high price rise during any calamity.<\/span><\/p>\n

v)<\/span> At the high prices, some people cannot afford to buy food.<\/span><\/p>\n

vi)<\/span> Ifthe calamity happens in a very widespread area or is stretched over a longer time period, it may cause a situation of starvation.<\/span><\/p>\n

A. i)<\/span> Foodsecurity :<\/span><\/b>The main objective of the buffer stock is to distribute the food grains in the deficit areas and among the poorer strata of society at a price lower than the market price.<\/span> <\/span><\/p>\n

ii)<\/span> Disaster orCalamity :<\/span><\/b>The second objective of the buffer stock is to resolve the problem of shortage of food during adverse weather conditions or during the period of calamity.<\/span> <\/span><\/p>\n

iii)<\/span> To save the farmers from the ups and downs of the market :<\/span><\/b> The third important objective of the buffer stock is to save the farmers from ups and downs of the market. ii)<\/span> BufferStock :<\/span><\/b>It is the stock of food grains procured by the government through Food Corporation of India. The main objective of buffer stock is to distribute food grains in deficit areas and among the poorer strata of the society.<\/span> <\/span><\/p>\n

<\/b>11. What are the problems of the functioning of ration shops?<\/span><\/b><\/p>\n

i)<\/span> PDS dealers are sometimes found resorting to malpractices like diverting the grains to open market to get better margin, selling poor quality grains at ration shops, irregular opening of the shops etc.<\/span><\/p>\n

ii)<\/span> It is common to find that ration shops regularly have unsold stocks of poor quality grains left. This has proved to be a big problem. When ration shops are unable to sell, a massive stock of food grains piles up with the FCI.<\/span><\/p>\n

iii)<\/span> Earlier every family, poor and non-poor had a ration card with a fixed quota of items such as rice, wheat, sugar etc. But now with the introduction of three different cards the price for Above The Poverty Line Family is almost as high as open market price, so there is little incentive for them.<\/span> <\/span><\/p>\n

iv)<\/span> Foodadulterations is another big problem of ration shops.<\/span><\/p>\n

A. Role of Cooperatives in food security is recognised by the Food and Agricultural Organisation (FAO).<\/span><\/b><\/p>\n

i)<\/span> Government alone cannot solve the problem of food security and needs support of cooperatives that play an important role in developing a social capital in rural areas.<\/span><\/p>\n

ii)<\/span> In Tamil Nadu, around 94 percent of fair price shops are being run by the cooperatives.<\/span><\/p>\n
