Between 1994\u201395 and 2014\u201315, plan expenditure rose from \u20b91,942.7 million to \u20b914,540 million. Non-plan spending also increased, from \u20b9437 million to \u20b92,291 million.<\/p>\n<p>During the same period, interest subsidies to khadi institutions increased significantly. They rose from \u20b996.3 million to \u20b9314.5 million.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"MSME_Training_and_Development\"><\/span>MSME Training and Development<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>MSME supports training through many centres. One such place is the Integrated Training Centre (ITC), Nilokheri. It started in 1948 for displaced persons after the partition.<\/p>\n<p>It later became a major training hub. It trained technicians, entrepreneurs, and extension officers. In 1986\u201387, it trained 200 technicians and 85 women.<br \/>\nIn 2014, it became the Central Tool Room Extension Centre, under MSME.
