CaOH2 removes the permanent hardness due to Mg2+ ion, but it produces Ca2+ ions which are removed by Na2CO3.Mg2+ + CaOH2 →  MgOH2 ↓  + Ca2+Ca2+ + Na2CO3 → CaCO3 ↓ + 2Na+CaOH2 or Na2CO3 alone cannot remove the permanent hardness.
