Molecules of a liquid lying in the surface film of a liquid have more potential energy than other molecules lying outside the film. Total energy of the molecules lying in the surface film is caleed the surface energy which is equal to the surface area multipled by surface tension of the liquid. To achieve the most equilibrium configuration, the surface film always tries to minimize its surface energy by reducing its area. For a given volume sphere has the least surface area. So a drop of liquid takes the shape of a sphere. Hence option (1) is right.
