India's most vulnerable socio-economic categories include those depending on farm labour in rural regions and households engaged in casual labour in cities. While on a national level, the average for all groups is 30 out of 100 people living below the poverty line, in rural regions, there are often 48 out of 100 scheduled tribe members who cannot satisfy their necessities. When members of scheduled castes or tribes, which fall under the category of socially disadvantaged groups, work as casual wage labourers without access to land, there is a severe issue of double disadvantage.
