Liberals and Revolutionaries were kept out of the Duma. After the 1905 Revolution, Tsar Nicholas II allowed the creation of the Duma or the elected Consultative Parliament. Still, he chose not to allow liberals and revolutionaries into it in later periods. But within 45 days, he abolished the Duma, and within just three months, he re-elected the second Duma. After several months he changed the voting rules. He formed the third Duma, where only conservatives were allowed to be members as per new rules and Liberals and the Revolutionaries were kept out, making the working of the Duma favourable to himself.
