Detailed Solution

Lord Irwin announced a vague offer of “dominion status” to the Indians in 1929.
Lord Irwin was the Viceroy of India. He tried to favour Indians with a vague promise of dominion status, which the Indians did not accept. The Congress asked the British for “dominion status” in the famous Nehru report of 1928. However, the British ignored this and did not respond to it on time. It angered the Congress, then demanded complete independence, or “Purna Swaraj”. So the Congress in Lahore session was decided on 26th January to be celebrated as independence day.
