Surontiko Samin began to question the Dutch's state ownership of the forests in Java.
The Dutch were the colonial power in Java, Indonesia, and they started various forest control laws, inhibiting the villagers' rights in the forests. Surontiko Samin, who came from a teak forest village, the Randublatung, argued that the state could not monopolise the forests as they did not create the wind, the water, the earth, and the wood. Soon a widespread movement was organised with Samin's sons-in-law's help. The people did not allow the Dutch to survey the land as a mark of protest and declined to pay taxes, fines, or perform labour.
