Mahatma Gandhi decided to call off the Non-Cooperation Movement in February 1922. Gandhi felt that the movement was becoming too violent, and before going for mass struggles, the satyagrahis had to be properly trained. Some leaders within Congress thought that it was time to participate in elections and oppose British policies from within the council. Thus, Motilal Nehru and C.R. Das formed the Swaraj Party and argued for returning to council politics. This was opposed by Subhas Chandra Bose and Jawaharlal Nehru, who believed mass agitation was the key to complete independence.
