White rulers did not live in the "Black Towns" in cities such as Madras. Within the 18th century, Bombay, Calcutta, and Madras became significant commercial hubs. The relocation of Indian traders and craftspeople to black towns established by European settlers within these towns brought about a significant change in crafts and commerce. The "white" rulers occupied the more advanced towns of Fort St. George in Madras or Fort St. William in Calcutta, leaving the "blacks," or native traders and craftsmen, in this area. A thriving business district of contemporary Chennai may be found in George Town, north of Fort St. George. Because weavers and dyers were among the first settlers, the town was also known as "Channapatna" by the native population.
