When a balanced force is applied to an object at rest, the shape and size of the object change, but the state of the object doesn’t change. It continues to be in the state of rest or uniform motion on the application of balanced forces because the net force acting on the object is zero. So, for example, balanced forces act on an object when two equal but opposite forces act on it.
