Governments that are popular can be undemocratic. Example, Since 1980, when Zimbabwe gained its independence, elections have been conducted often, and the party that spearheaded the fight for independence, ZANU-Ph, has won every time. President Robert Mugabe has widespread support, yet he also utilises fraudulent methods to win elections. There have been many constitutional amendments made by his administration that expand the President's authority and reduce his accountability. Workers for the opposition party are being harassed. Demonstrations and public protests against the government are prohibited. Criticizing the President is prohibited by law. The government has complete control of the media, so citizens only hear the party line on TV and the radio.
