Stalin headed the Bolshevik party after the death of Lenin.
Soviet Russian localities had a severe grain shortage from 1927–1928. The government set the price at which grain must be sold, but the peasants refused to sell their grain to government buyers at this price. After Lenin's death, Stalin took over as party leader and implemented strict emergency measures. He thought that wealthy peasants and rural traders were hoarding goods in anticipation of rising prices. Supplies had to be seized, and speculation had to halt. Party members patrolled the grain-producing regions in 1928, overseeing forced grain collections and conducting raids on wealthy peasants known as "kulaks." As supplies became scarcer, it was decided to collectivise farms.
