Lord Irwin ignored Gandhi's eleven demands, including the abolition of the Salt tax. On January 31, 1930, he sent Viceroy Irwin a letter containing eleven demands. The eleven demands were: A decrease in the land revenue rate; the repeal of the salt tax; changes in the currency rate between the pound and the rupee; release of all political prisoners; imposition of duties on foreign textiles; a decrease in the cost of civil administration; a decrease in military spending; the prohibition of alcohol; acceptance of the postal reservation bill; elimination of the CID department; the granting of licences to carry weapons to citizens for self-defence.
