The British were worried that irresponsible tree-cutting by traders and home users would contribute to the degradation of forests. India's first Inspector General of Forests, Dietrich Brandis, is a German expert. Brandis recognised that people needed education in conservation science and that a proper system for managing the forests required enforcement. The Indian Forest Service was founded in 1864, and the Indian Forest Act was created in 1865. In Dehradun, the Imperial Forest Research Institute was established in 1906. The Indian technique they taught was called "Scientific Forestry," which stipulates that the forest department is in charge of deciding when and where to take down old trees and plant new ones.
