Federalism is a system of different levels of government in a country. India has a three-tier system made up of the central level, the state level, and the local governing bodies. Although the state and local bodies have distinct powers mentioned in the Constitution, the central level retains control over matters of national importance. In a federal system, the overarching power lies at the central level. Although the central tier has exclusive authority over certain areas, others are open to both the central and state tiers. The Constitution validates the powers of both levels. The people of India are governed by the laws made by both levels of government.
