The Rajya Sabha, or the upper house, is the permanent body of the parliament because it can never be dissolved like the Lok Sabha every five years and is a continuing chamber of parliament. Its members are chosen by the state legislative assembly members, who work for a tenure of 6 years. 1/3rd of the members of the Rajya Sabha retire every second year and are replaced by new ones. It consists of 245 members, of which 233 are elected, and the rest 12 are appointed by the president of India. The Vice President of India is the ex-officio chairman of the Rajya Sabha.
