The constitution cannot be changed or updated through the regular legislative processes because it is the core text governing the state's operations. A constitutional convention or constituent assembly carries it out, and the constitution also outlines the norms and procedures for doing so. The First President of the Constituent Assembly was decided to be Dr Rajendra Prasad. It also served as the first Parliament of Independent India. There were 299 elected members in the Constituent Assembly, including 15 women.
