More than 100 heads of state gathered in Rio de Janeiro, Brazil, in June 1992, for the first International Earth Summit, also known as the United Nations Conference on Environment and Development (UNCED). The assembled leaders signed the Declaration on Global Climate Change and Biological Diversity. The Rio Convention approved the global Forest Principles and adopted Agenda 21 for 21st-century Sustainable Development. Its goal is to achieve worldwide sustainable development. It is a worldwide plan to address environmental destruction, poverty, and disease through common interests, mutual needs, and shared responsibilities. One main goal of Agenda 21 is for each local government to create its own local Agenda 21.
