1)      The group composed of all of the Ministers is called the Council of Ministers in its legal capacity. In most cases, sixty to eighty ministers hold a variety of positions.
2)      Cabinet Ministers are often high-ranking leaders of the governing party or parties, and they control the various ministries within the government. In most cases, the members of the Cabinet will get together to discuss and make decisions on behalf of the Council of Ministers. Therefore, the Cabinet comprises the most senior members of the Council of Ministers. Approximately 20 ministers are a part of it.
