A buffer stock is created to distribute food grains to everyone at a price lower than the market price. Buffer stock helps in controlling the problem of food shortages in times of calamity or famine in the country. The stock which is purchased to create a buffer stock is stored in granaries and is bought from the farmers at a pre-announced price, which is also called the minimum support price, and this price is declared by the government every year before the sowing season.
