Zero Hour is the time when Members of Parliament (MPs) can raise Issues of urgent public importance.
MPs must notify the Speaker or Chairman of any items they wish to bring up during the Zero Hour before 10 am on the day of the meeting. The Speaker of the Lok Sabha or the Chairman of the Rajya Sabha can approve or reject a Member's request to raise an important issue. The Rules of Procedure make no mention of Zero Hour. Therefore, it is a non-formal tool that MPs can use to raise issues without giving ten days' notice.
