The British administration was concerned about the likelihood of a second mass uprising following the Revolt of 1857. In the winter of 1859, when word of a simmering uprising in the indigo districts spread, the Lieutenant Governor inspected the region. Word spread that Queen Victoria had decreed that indigo need not be sown when the magistrate Ashley Eden in Barasat issued a notice indicating that ryots would not be required to accept indigo contracts. Eden attempted to diffuse a volatile situation and appease the peasants, but his actions were interpreted as encouragement for the uprising.
