The Inland Emigration Act of 1859 did not permit plantation workers to leave the tea gardens without permission. Plantation labourers were prohibited from leaving the tea gardens under the Inland Emigration Act of 1859, and in reality, such permission was infrequently granted. Thousands of employees disobeyed the government, abandoned the plantations, and returned home after learning about the Non-Cooperation Movement. They thought the Gandhi Raj would soon arrive and provide everyone with land in their communities. But they were never able to get there. Due to a railway and steamer strike that left them stranded, they were apprehended by the authorities and severely tortured. They each had their interpretation of Gandhi and the idea of swaraj.
