The wages of workers could not keep pace with rising prices.
In the 1780s, urban workers' lives became more challenging. Parisian laborers made between 30 and 60 sous per day for expert labor, and 15 to 20 sous per day for unskilled labor. In the 25 years leading up to 1789, wages increased by about 20%, but prices and rents rose by 60% over that same time. Raising the bread price, the dismal harvests of 1788–1789 drove Parisian laborers to the breaking point. Early in 1789, the cost of a four-pound loaf of bread in Paris rose from nine sous to 14.5 sous, nearly a full day's wage for most unskilled laborers. The poor living circumstances in Paris were made worse by the low income and high food costs. Workers and their families jammed into shared attics and unhygienic tenements in the capital due to the lack of available housing, which was typically rented from sketchy landlords.
