The French Congregation was divided into three divisions: clergy, aristocrats, and three estates. The clergy consisted of high priests and they did not pay taxes. The nobility includes the king and the very rich, rich and even they don't have to pay taxes.  The 3rd lot consists of farmers, farmers, lawyers, some middle-class ministers, etc. and they all have to pay taxes.  About 60% of the land was owned by nobles, the Church, and other wealthy members of the Third Lands. The members of the first two estates - clergy and aristocrats - enjoyed certain birthright privileges such as tax exemption.
