Conservatives rejected the idea of reforms because they felt unprepared for them. There were three distinct categories of factions, as follows:

Liberals favoured a multi-religious society without a strong emphasis on any one religion. Additionally, they didn't like dynastic lords. Women's votes were not taken into account; one vote per property was requested.

Radicals: Some favoured letting women vote and supporting a society where most people chose the government.

Conservatives disapproved of reforms because they believed they would leave them unprepared. The adjustments were eventually accepted, but they maintained that the past must also be respected. They were, therefore, the antithesis of liberals.
