One-third of seats are reserved for women in local bodies.
Women comprise more than half of the population but only 11.6 per cent of the 542 Lok Sabha and 11 per cent of the 245 Rajya Sabha. It's easy to shelter behind the symbolic importance of choosing the world's first female prime leader or a female Lok Sabha Speaker. However, it is more difficult to conceal these abysmal percentages of female representation. This is an issue that Parliament has long recognised but has paid little attention to fix.
Even the enactment of the Constitution's 73rd and 74th Amendment Acts, which reserve one-third of all seats in panchayats and urban local bodies for women, does little to address the lack of representation in entities that decide and facilitate crucial policy choices.
