Todar Mal was Akbar's revenue minister. He served as the Mughal Empire's finance minister and was one of the nine Navratanas in Akbar's court. Over 10 years, from 1570 to 1580, Todar Mal, Akbar's minister of revenue, thoroughly surveyed crop yields, prices, and cultivated regions. These facts led to the imposition of a monetary tax on each crop. Each province had its income circles, with revenue rates for specific crops. This form of income was referred to as zabt. It was widespread in regions where Mughal authorities could conduct thorough land surveys and maintain accurate records. In several states, like Gujarat and Bengal, this was not feasible.
