Untouchability, which was described as a "slur and a blot" on the "fair name of India," was outlawed. Hindu temples, which were once only accessible to members of the higher castes, were opened to everyone, even the untouchables. After much discussion, the Constituent Assembly also suggested that a fixed proportion of legislative seats and positions in the government be set aside for those from the lowest castes. Some had claimed that applicants from the Untouchable community, or as they were now known, the Harijan, lacked the academic credentials necessary to join the elite Indian Administrative Service.
