Nicholas II established Duma in 1905.
During the 1905 Revolution, the Tsar leader, Nicholas II, allowed the creation of an elected representative body. This body was a consultative body which was also known as a Duma. During the revolution, there existed a large number of committees and trade unions created by factory workers. Because the ruler was not ready for a questioning body that might reduce his power, the Tsar dismissed the first Duma within 75 days of working. He also changed the voting laws and ensured the next Duma was filled with conservative politicians. The flag bearers of liberals and revolutionaries were kept out.
