Nagpur was hesitant about the proposals for the Non-Cooperation Movement's conduct as the best strategy for the Indian Independence movement. However, they anticipated that the movement congestion would lead to the eruption of violence in several parts of India. So when, in November 1920, they gathered in the annual session of the Indian National Congress at Nagpur, situated in the North-Western part of Maharashtra, they adopted the proposal and granted permission to conduct the movement all over India.
