The criminal tribal act was passed by the colonial government in 1871.
British officials were very suspicious of the nomadic people because they used to change their place of residence every season, moving in search of good pastures for their herds. The colonial government wanted to rule over a settled population, having fixed places with fixed rights on particular fields. Such a population was easy to identify and control. Those who were settled were seen as peaceable and law-abiding citizens, while those who were nomadic were considered criminals. That's why in 1871, the colonial government in India passed the criminal tribes act. Because of this act, many communities of craftsman traders and pastoralists were classified as criminal tribes because they used to move every season in search of good pastures for their land.
