Vaishali was the capital of ganas.
Vajji had its capital at Vaishali, in present-day Bihar. Vajji was under a different form of government than Magadha, known as Gana (a group of many members) or Sangha (organisation or association). Several rulers, known as rajas, comprised a gana or a sangha. Even when thousands of men ruled together, this happened sometimes. All of the rajas were leaders of rituals, and they all took part in rituals together. They got together in assemblies to debate and talk about what to do and how to move forward. For instance, in case of an attack, Rajas met to discuss army strategies and other measures. The ganas did not allow women, dasas and kammakaras to participate in these assemblies.
