They made Dietrich Brandis, a German expert, the first Inspector General of Forests in India after deciding to consult him. Brandis understood that people needed to be educated in the science of conservation and that a proper system needed to be implemented to manage the forests. Legitimation for this system would be required. It was necessary to create guidelines for the usage of forest resources. Restricted grazing and tree-felling were needed to maintain wood to make lumber. Anyone who cut trees without adhering to the rules had to face the consequences.
