Motilal Nehru was the first one who drafts a constitution for India in 1928.
Nehru Report was the name of the Constitution that had written in 1928. It was made by a committee of the All Parties Conference, which was headed by Motilal Nehru, and the secretary was Jawaharlal Nehru. There were nine people on the Committee as a whole. In response to the creation of the Simon Commission, the Indian National Congress made two important decisions at its Madras session in December 1927. First, it decided not to work with the Commission. Secondly, it set up an All Parties Conference to write a Constitution for India. At the All Parties Conference, groups like the All India Muslim League, the Sikh Central League, and the All India Liberal Federation were present. On May 19, 1928, the Conference made a group to write the Constitution.
