Lord Dufferin was the viceroy when the INC was founded. The party did not initially get started to grant independence from British authority. It was primarily created to unite intelligent people around a common agenda to control policymaking. Hume needed the viceroy at the time, "Lord Dufferin," to provide his consent for the meeting to go ahead.
