From 1861 to 1888, William was the de facto head of state of Prussia, serving as regent for his brother, Frederick William IV. Prussia achieved German unification and the establishment of the German Empire under the leadership of William and his Minister, President Otto von Bismarck. Prussia assumed command of the national unification movement. This procedure was designed by its head of government, Otto von Bismarck, and carried out with the aid of the Prussian army and bureaucracy. Three seven-year-long wars with Austria, Denmark, and France ended in Prussian victory, completing the unification process.
