Jawaharlal Nehru wrote a series of letters to the chief ministers of the different states. He was a strong proponent of the planning process. In a series of letters he wrote to the chief ministers of several states, he described the ideas and goals of planning. The demands made by Nehru to the Chief Ministers was that many Muslims choose to remain in India rather than move to Pakistan after the split.
