JJ Rousseau wrote the book The Social Contract.
In this book, he proposed the democratic principles of society. To participate in the Estates-General, each body, the clergy, nobility, and the third estate, had one vote. As the clergy and nobility shared a common ideology, the upper estates united their votes in favor of policies that benefited them. Moreover, the third estate would be at the losing end as they would have only one vote in hand. So this book gives the principle that each person should have one vote so that the democratic principle can be upheld. However, this was not acceptable to the monarch; hence it was not encouraged in the Assembly. Hence the answer is JJ Rousseau.
