Customary rights refer to rights or norms established by customs or tradition in a particular socio-cultural setting and handed down for generations.
The pastoralists had customary rights regarding grazing and collecting food and other products from forests. But the colonial rulers did not respect these traditional rights. Lands were apprehended to make agricultural fields, and sections of forest called Reserved forests were completely kept apart and out of their reach. Even if customary grazing rights were granted, their movements were severely regulated. Permits had to be issued to enter forests, and time provided to graze cattle was limited; overstaying was fined. Thus pastoralism as their livelihood became a burden.
