International Women's Day was observed on February 22. Conditions in the capital, Petrograd, worsened during the winter of 1917. The workers' quarters in February 1917 experienced severe food shortages. The winter was extremely cold; there was considerable snowfall and frost. A factory on the right bank experienced a lockout on February 22. The following day, fifty factories' employees declared a sympathy strike. The day was given the name International Women's Day because women frequently led factory strikes.
