Scattering of light is a phenomenon of absorption and reemission of light of a particular wavelength in some other direction when it comes in contact with minute particles, size of which is comparable to the wavelength of that light. Fog contains a lot of water droplets dispersed in the air so when the light passes through fog, the light gets scattered in all the directions and is the reason why we cannot see clearly in the fog.
