Use PV=nRT  for the vapour phase. 
 Introduction of N2  does not change the  VP of water.
 When 821 L  of the vapour is transferred to 413.5 L  room, part of the vapour will 

condense to liquid to maintain the VP constant at  22.8 mmHg
 When 821 L  of the vapour is transferred to 1642 L  room, the vapour will expand to 

occupy the whole volume and hence the pressure becomes  11.4 mmHg.
