A Khilafat Committee was formed in Bombay to defend the Khalifa's temporal powers. Despite being a large-scale campaign, the Rowlatt Satyagraha remained primarily confined to urban areas. Now, Mahatma Gandhi saw the need to start a larger, more inclusive movement in India. But he was certain that such a movement couldn't be organised without fostering better relations between Muslims and Hindus. He believed that bringing up the Khilafat issue was one method to achieve this. Ottoman Turkey had been defeated, and the First World War was over. Additionally, there were rumours that the Ottoman emperor, who serves as the spiritual leader of the Islamic world(Caliph/Khalifa), might be subject to a harsh peace pact. In Bombay in March 1919, a Khilafat Committee was established to preserve the Khalifa's temporal authority.
